In order to implement the “smaller class and smaller school for better education” policy, the Taipei County Government has established new schools throughout the region according to the communities’ needs.

　　Our school ground , used to be a ceramic factory, had once been the driving school range. In 1995, Mr. Jien-Teng, Liu, who was then the principal of Lian-Dong Primary School, was appointed by the County Government to establish a new school in this neighbourhood. The objectives of setting up a new school were: (1) to accommodate the city planning for Greater Fong-Ming Area, (2)to shorten the students’ travel distance. Some of the students in this neighborhood were then required to travel a long way to attend the Ying-Ge Primary School. (3) The nearest school, Fong-Ming Primary School, had become more and more crowded over the years.

　　The first stage of construction began on 12th April, 1997 and finished on 4th November, 1998. The execution of construction budget was completed on 29th March 2000. The license was issued on 25th August, 2000. It was not until 1st August 1998 that the school was authorized to have the first 14 classes of students.
